Malta’s Citizenship by Merit Programme, established under Article 10(9) of the Maltese Citizenship Act and governed by Legal Notice 159 of 2025, represents a transformative shift from investment-based citizenship to merit-based naturalisation.

The citizenship by merit programme, effective from 24th July 2025, grants Maltese citizenship to exceptional individuals who have rendered or will render extraordinary services to Malta or humanity at large.
